Patricia H. Phelps, EdD, is a professor at the University of Central Arkansas in Conway, Arkansas, w[more]here she teaches in the Department of Teaching, Learning, and Technology. Phelps earned a doctorate in supervision, curriculum, and instruction from Texas A & M-Commerce in 1987.
